Detroit 1971 sees some of the worst crime the country has ever witnessed with murders up 300% and robberies up 600%. Chief of Police John Nicols launches a secret decoy unit called S.T.R.E.S.S. (Stop the Robberies, Enjoy Safe Streets) that is to wander the worst parts of Detroit late at night and try and get robbed, thereby taking the place of the victim.
